The Comprehensive Plan Steering Committee shall have the following powers and duties:
(A) To review and evaluate alternatives for the city’s comprehensive plan, and to make recommendations to the City Planning and Zoning Commission regarding the adoption of the city’s Comprehensive Plan;
(B) To form subcommittees as the Committee deems necessary or desirable to perform the Committee’s functions;
(C) To perform other functions or tasks as assigned by the Mayor and City Council;
(D) The Comprehensive Plan Steering Committee shall not perform any other functions without the approval of the Mayor and City Council; and
(E) The Comprehensive Plan Steering Committee shall not have the power to approve the expenditure of any city funds. The expenditures shall only be committed to and made when approved by the Mayor and City Council.
