(A) Small wireless facilities shall be classified as permitted uses and shall not be subject to zoning review or approval, if collocated in rights-of-way in any zoning district, or outside rights-of-way, except in areas zoned residential.
(B) In all residential districts, for collocation of small wireless facilities outside rights-of-way, the city's normal special use zoning approvals, processes and restrictions shall apply, if such zoning approval, processes or restrictions are required by the city's zoning ordinance.
