(A) Management’s responsibilities.
(1) Enforce all safety rules and procedures;
(2) Actively promote safety;
(3) Allow the time for Committee representative participation in meetings and assigned responsibilities;
(4) Allocate the fund/resources necessary to implement Safety Committee activities;
(5) Lead by example in following all safety rules;
(6) Support Committee decisions;
(7) Provide timely feedback to the Committee;
(8) Perform the initial investigation of all injuries, incidents and near misses;
(9) Actively promote safety and risk management;
(10) Act as communication liaison between management and the Committee;
(11) Facilitate the Safety Committee meetings;
(12) Coordinate the assignment of activities to Committee members;
(13) Establish necessary deadlines based on member input;
(14) Follow up on assigned responsibilities;
(15) Schedule and develop an agenda for meetings based on member input;
(16) Prepare an annual report of the Committee’s accomplishments;
(17) Prepare a report of the Committee’s goals and objectives for next calendar year;
(18) Orientation of new members; and
(19) Ensure the effectiveness of the meeting by directing discussions to meet the Committee’s mission and objectives.
(B) Safety Coordinator responsibilities.
(1) Actively promote safety and risk management;
(2) Serve in the capacity as a resource to the Committee on risk management issues;
(3) Review all accident investigation reports;
(4) Conduct health and safety inspections and prepare reports;
(5) Assist with the development of the agenda; and
(6) Serve as liaison between the Executive and Departmental Safety Committees.
(C) City Administrator’s responsibilities.
(1) Actively promote safety and risk management;
(2) Ensure the meeting minutes are recorded, completed and distributed in a timely fashion;
(3) Distribute the agenda with minutes to Committee members, one week prior to each scheduled meeting;
(4) Take and record attendance;
(5) Make arrangements for the meeting room;
(6) Distribute any correspondence and/or directives developed by the Committee; and
(7) Develop and maintain files of meetings and correspondence.
(D) Committee members responsibilities.
(1) Actively promote safety and risk management;
(2) Attend all health and safety meetings on time or arrange for an alternate to attend;
(3) Communicate Committee activities to his or her department;
(4) Serve on appointed project teams or subcommittees;
(5) Bring safety or health concerns to committee meetings and/or to the attention of the affected employee’s supervisor;
(6) Assist with the development of the agenda upon request; and
(7) Serve as an example by following all safety rules and work practices.
(E) Employee responsibilities.
(1) Actively promote safety and risk management;
(2) Bring safety concerns to his or her supervisor or Committee representative immediately;
(3) Learn and follow health and safety rules and procedures; and
(4) Attend all safety training courses relevant to his or her job classification.
