Any existing pawnbroker or secondhand dealer shall meet the standards of Section 10-102 regulating non-conforming uses of land and non-conforming uses in structures designed for a permitted use.
(A) All standards and procedures established herein shall be enforced for all zoning non-conformities except for the following standards which will be enforced one year from the approval date of this section:
(1) Twenty-four hour video surveillance.
(2) Online network established for electronic reporting of transactions.
