(A) Every dealer in secondhand goods must keep, without concealment for 15 calendar days, subject to inspection by any police officer, all goods, wares and merchandise, purchased or received from any person, before selling, shipping or otherwise disposing of the same.
(B) Any goods, wares or merchandise purchased or received from any person may be sold, shipped or otherwise disposed of prior to the expiration of such 15 calendar days if the goods, wares or merchandise have been sooner inspected by the Chief of Police or his or her designated agent and written clearance for such further disposition has been received.
