§ 32.463 DEPARTMENTAL SAFETY COMMITTEE.
   (A)   Role and function. The Departmental Safety Committee serves as liaison between the departmental employees of the City of Oak Forest and the Executive Safety Committee. In that role, the Committee’s functions shall include but not be limited to:
      (1)   Identifying annual specific goals and objectives based on loss history;
      (2)   Creating and maintaining among employees an active interest in practicing safety awareness on the job;
      (3)   Addressing issues that will promote the health and wellness of all employees;
      (4)   Recommending to the Executive Safety Committee methods of improving the city’s risk management program;
      (5)   Carrying out the Executive Safety Committee’s directives and supporting actively its decisions and recommendations; and
      (6)   Conducting monthly facility inspections based on criteria located within the safety manual and reporting these findings to the executive safety committee.
   (B)   Activities.
      (1)   Identify unsafe work practices and conditions and suggest appropriate remedies;
      (2)   Conduct safety inspections of both operations and facilities, identify safety hazards and recommend corrective measures;
      (3)   Review accident/incident reports. Types of accidents, causes and trends shall be identified and appropriate corrective action suggested;
      (4)   Obtain and analyze available data on part injuries and illnesses and identify trends and suggest appropriate corrective actions;
      (5)   Assist in the development and implementation of effective health and safety awareness programs; and
      (6)   Encourage feedback from all individuals with regard to health and safety-related ideas, problems and solutions.
   (C)   Members.
      (1)   The Departmental Safety Committee shall be comprised of a diverse group of employees from both union represented and nonunion represented from all major operating departments.
      (2)   At a minimum, department heads will appoint one employee from each department (and/or division).
   (D)   Meetings.
      (1)   Meetings will be held monthly. (Meetings may be cancelled due to lack of business, but only after approval of safety coordinator and Executive Safety Committee chair).
      (2)   Special meetings of the Committee may be called by chairperson upon his or her initiative, or upon the request of majority of the members.
   (E)   Safety suggestions.
      (1)   Solicitation from employees. Members shall solicit safety suggestions from their coworkers and bring those suggestions to the attention of the Departmental Safety Committee. The Committee shall review the suggestions and determine whether to implement them, refer them to the Executive Safety Committee, or reject them. The Committee shall notify the contributing employee(s) of its decision.
      (2)   Safety Suggestion Program. Members shall follow the safety suggestion program procedures described within the city’s safety manual regarding the processing of written safety suggestions submitted by employees.
