§ 32.462 EXECUTIVE SAFETY COMMITTEE.
   (A)   Role and function. The Executive Safety Committee develops, implements and oversees the administration of the organizations risk management program. In that role, the Committee’s functions include, but are not limited to, the following:
      (1)   Developing and recommending risk management programs intended to enhance the personal safety and well-being of employees, residents and the general public, and to control the severity and frequency of accidents in order to reduce damage to property and equipment;
      (2)   Coordinating, establishing and implementing annual risk management goals and objectives designed to meet the needs of the City of Oak Forest based on review of loss history;
      (3)   Reviewing all motor vehicle accidents, equipment or other property damage accidents, and work-related injuries and illnesses;
      (4)   Reviewing safety-related statistical data, records and reports provided by the intergovernmental risk management agency (IRMA), the risk management agency, and other sources for the purpose of making informed decisions with regard to risk management policies and practices;
      (5)   Determining the size and make-up of the Departmental Safety Committee and monitoring the Committee’s activities and progress by reviewing the minutes submitted by the Departmental Safety Committee;
      (6)   Reviewing and acting on recommendations submitted by the Employee Safety Committee and giving them direction;
      (7)   Serve as an advisory body to management on health and safety issues;
      (8)   Providing suggestions and recommendations for resolution of health and safety concerns.
   (B)   Activities.
      (1)   Review accident/incident reports. Types of accidents, causes and trends shall be identified and appropriate corrective action suggested;
      (2)   Obtain and analyze available data on part injuries and illnesses and identify trends and suggest appropriate corrective actions;
      (3)   Provide support and serve as a resource in the development, implementation, and maintenance of a comprehensive risk management, safety and loss prevention program; and
      (4)   Develop written programs to ensure compliance with OSHA health and safety regulations.
   (C)   Members. The executive safety committee shall be comprised of (three elected officials), the City Administrator, department heads, and the safety coordinator at minimum. Others may be added at the discretion of the committee chair.
   (D)   Meetings. Meetings will be held on a monthly basis. (Second Tuesday of each month at 1:30 p.m.).
      (1)   Special meetings of the committee may be called by the chairperson upon his or her initiative, or upon the request of a majority of the members.
      (2)   Union/management bargaining issues will be referred to the appropriate bargaining unit.
