§ 111.58 LOCAL LIQUOR CONTROL COMMISSIONER.
   The Mayor shall be the Local Liquor Commissioner of the City and shall be charged with the administration of the appropriate provisions of this code and other ordinances of the city relating to liquors and shall have the following powers:
   (A)   To suspend for not more than 30 days, or revoke for cause after notice and hearing has been afforded as provided in § 111.63 hereof, all licenses issued under this subchapter, and to disqualify or place conditions upon any person acting as manager or purporting to act as manager of any licensed premises.
   (B)   To enter or to authorize any law enforcing officer to enter at any time upon any premises licensed under this subchapter in order to determine whether any of the provisions of state or federal laws or this code or other ordinances of the city or any rules or regulations adopted by him or her or the State Commission have been or are being violated, and at such time to examine said premises in connection therewith.
   (C)   To receive complaints from any citizens within the city that any of the provisions of state or federal laws or this code or other ordinances of the city or any rules or regulations adopted in connection with the control of the sale of liquors have been or are being violated and to act upon such complaints in the manner provided by law.
   (D)   If the Local Liquor Control Commissioner has reason to believe that any continued operation of a particular licensed premises will immediately threaten the welfare of the community, he or she may, upon issuance of a written order stating the reason for such conclusion and without notice or hearing, order the licensed premises closed for not more than seven days, giving the licensee an opportunity to be heard during that period, except that if such licensee shall also be engaged in the conduct of another business or businesses on the licensed premises such order shall not be applicable to such other business or businesses.
   (E)   To appeal to the Circuit Court or any other court of competent jurisdiction any decision of the State Liquor Control Commission which reverses or modifies any order issued or penalty imposed by the Local Liquor Control Commissioner.
