A license shall be purely a privilege, good for not to exceed one year after issuance. No license issued under this code shall constitute property. The renewal privilege herein provided for shall not be construed as a vested right which shall in any case prevent the City Council from decreasing the number of licenses issued within the city. Any license issued under this Code therefore will remain subject to a change in its terms, as well as the provisions of all ordinances now in force and that may hereby be passed by the city.
