(A) Willfully obstruct, hinder or delay any member of the Emergency Management Agency of the city in any enforcement of any lawful rule or regulation issued pursuant to this subchapter or in the performance of any duty imposed upon him or her by virtue of this subchapter;
(B) Do any act prohibited by any lawful rule or regulation issued pursuant to this subchapter if such act is of a kind that will give assistance to the enemy, imperil the life or property of any inhabitant of the city or prevent, hinder or delay the defense or protection thereof; or
(C) Wear, carry or display without authority any mark or identification specified by the agency.
