Members of the Emergency Management Agency of the city who are paid employees or officers of the city, if called for training by the state director of the Emergency Management Agency, shall receive, for the time spent in that training, the same rate of pay as is attached to the position held. Members who are not city employees or officers shall receive for that training time the compensation as may be established by the Mayor.
