§ 95.44 CRUELTY TO ANIMALS.
   (A)   No person shall cruelly treat any animal in the city in any way.
   (B)   Any person who inhumanely beats, tortures, starves, poisons, overloads or abandons any animal shall be deemed guilty of a violation of this section.
   (C)   No owner or person shall confine any animal in a motor vehicle in a manner that places the animal in a life or health threatening situation by exposure to a prolonged period of extreme heat or cold. In order to protect the life and safety of an animal, an animal control officer, law enforcement officer, or fire personnel who has reason to believe that this section is violated shall have the authority to enter such motor vehicle by any reasonable means under the circumstances, after making reasonable effort to locate the owner or person.
