§ 95.36 HOUSING AND SANITATION; REMOVAL OF EXCREMENT.
   (A)   Every owner shall provide domestic animals with adequate space and housing and shall keep the same in a clean and sanitary condition and free from filth, offal or other refuse.
   (B)   No competent person shall appear with an animal upon public ways, within public places or upon the property of another, absent that person’s consent, without some means for the removal of excrement, nor shall any person fail to remove any excrement deposited by such animal. This section shall not apply to a blind person while walking his or her guide dog.
   (C)   No person shall allow his or her animal to run at large and deposit excrement upon public ways, within public places or upon the property of another.
