In case of impounding, and where the owner or keeper of a domestic animal is disclosed by any tax or license tag worn by it, or is otherwise known to the officers impounding the same, the Public Works Department shall at once give notice by mail or other means to the owner or keeper, informing him or her of the impounding of his or her domestic animal, and may cite the owner or keeper to answer a charge of violating a provision of this chapter.
