§ 95.26 ANIMALS AT LARGE; IMPOUNDING.
   (A)   No competent person shall cause, allow, permit or suffer a domestic animal to be at large in the city. Any domestic animal shall be deemed to be at large when it is off the property of its owner or keeper or not restrained by a responsible person by a leash or chain when not on the property of its owner or keeper.
   (B)   Employees and officers of the city, who are designated for the purpose by the Director of Public Works, shall notify the Animal Control Officer of the city as to any domestic animal found running at large or unlicensed in the city contrary to any of the provisions of this chapter or any other ordinance of the city.
   (C)   When domestic animals are found running at large or unlicensed, the dogs or other animals may be impounded at the discretion of the employees, but the employees may cite the owner of the domestic animals to answer a charge of violating a provision of this chapter.
