Upon the request of the Public Works Department Animal Control Officer, at any reasonable time, the owner or keeper of any unmuzzled dog or cat shall exhibit his or her certificate, issued under § 95.10 above, showing the inoculation against rabies of any dog or cat owned or controlled by him or her.
