§ 95.03 ANIMAL CONTROL OFFICER AND ASSISTANT; POSITIONS ESTABLISHED; COMMISSION CREATED.
   (A)   There is established the position of Animal Control Officer, who shall be under the direction of the Director of Public Works.
   (B)   There is established the position of assistant to the Animal Control Officer, who shall be under the direction of the Animal Control Officer.
      (1)   The position of assistant to the Animal Control Officer shall be an unpaid, volunteer position filled as necessary and in such numbers as needed, as determined by the Animal Control Officer. The assistant shall be appointed by the Director of Public Works.
      (2)   The assistant to the Animal Control Officer shall primarily be responsible for assisting in the care of animals in the custody of the city and for such other associated duties as the Animal Control Officer shall direct.
      (3)   The assistant shall sign a waiver and release of liability, acknowledging that the city has no responsibility for any injury, disease or sickness of any kind that may occur due to the assistant’s responsibilities.
   (C)   The Mayor is hereby authorized to identify and appoint an appropriate Animal Control Commission capable of the rescue and care of lost or abandoned animals and provide such designation to the city's Animal Control Officer. The function and role of any such designated Commission is to partner
and collaborate with the Animal Control Officer in the rescue and re-homing of unclaimed and abandoned local animals, consistent with such responsibilities as may be further set forth in this chapter.
