§ 32.378 DUTIES.
   (A)   The purpose of the Youth Commission shall be to study the concerns of the youth of the community, to make recommendations regarding areas of youth activities to the Mayor and the City Council and to assist in the implementation of solutions as directed by the Mayor and the City Council. The Youth Commission shall have the primary responsibility of identifying the goals and progress needed by the city to provide a positive and meaningful environment for the healthy growth of its youth. It shall recommend and implement programs that recognize the age differences of teenage youth, as well as the need to restrict such programs to certain age groups.
   (B)   The Youth Commission shall recommend to the Mayor and the City Council such policies, and it shall implement the services and programs, as are established by the Mayor and City Council.
   (C)   The Youth Commission will mobilize community resources and actively encourage ongoing programs, or assist in initiating new services or programs, with several private and public agencies of the city engaged in youth areas, which support the goals of the Youth Commission as they are defined. The Youth Commission shall help to educate the citizenry as to present youth services available and shall assume additional responsibilities in youth-related areas as the Mayor and City Council from time to time may direct.
   (D)   Initially, and from time to time, as necessary, the Youth Commission shall plan a forum in order to bring city youth together to express their ideas and concerns.
