§ 30.02 PRESIDING OFFICER, MAYOR PRO TEM AND TEMPORARY CHAIRPERSON.
   (A)   The Mayor shall preside at all meetings of Council, but he or she shall have a vote only where state statutes or municipal ordinances require more than a majority vote of Council, or in the event of a tie, or where one-half of the Council members elected have voted in favor of an ordinance, resolution or motion, even though there is no tie vote.
   (B)   During the absence or disability of the Mayor, Council shall elect one member Mayor pro tem of Council, and he or she shall act as presiding officer of Council. Where the absence or disability of the Mayor is to be of a very short duration and no individual is required to be granted the powers of the Mayor, Council shall elect one member temporary chairperson. The Mayor pro tem or the temporary chairperson, when acting as presiding officer, shall vote on all questions on which the vote is taken as “yeas” and “nays,” his or her name being called last. The Mayor pro tem shall have all of the powers and duties of the Mayor. The temporary chairperson shall have only such powers and duties as accrue to a presiding officer.
