(A) It shall be the duty of the chairperson to evaluate the application(s) before the Planning and Zoning Commission and to outline to the applicant or his or her representative and to the members of the Commission the standards and requirements which must be met in each application.
(B) When necessary and appropriate, motions shall be voted on separately. The applicant and city shall have the same rights and obligations as if said action(s) were taken by two separate boards or commissions.
