(A) Nothing in this subchapter shall be construed to be a modification of the executive authority of the Mayor under the various provisions of state law giving the Mayor certain emergency powers.
(B) Rather it is the express intent of this subchapter to assign the emergency authority that is now existent or subsequently granted or extended by law to the Emergency Management Agency of the city.
