§ 32.396 DIRECTOR.
   (A)   The Director of the Emergency Management Agency of the city shall be appointed by the Mayor by and with the advice and consent of Council on an annual basis.
   (B)   The Director shall have direct responsibility for the organization, administration, training, operation and supervision of the agency, subject to policy direction of the Mayor and Council, as provided by statute.
   (C)   The Director shall represent the city on all matters pertaining to the Emergency Management Agency. During periods of emergency, as defined by law for agency purposes, the Director shall coordinate the actions of all the Emergency Management Agency.
   (D)   The Director is authorized to require the assistance of any and all able-bodied residents for protection to the public welfare during periods emergency.
   (E)   The Director is authorized to delegate his or her authority as he or she deems it.
   (F)   In the event of the absence, resignation or death of the Director or his or her inability to serve, the Mayor, or any person designated by him or her, shall be and act as Director until a new appointment is made as provided in this subchapter.
