(A) Preliminary budget. The F.F.I.B. officers shall approve a preliminary budget for the expenditure of the foreign fire insurance company fees collected by March of each year.
(B) Final budget.
(1) The F.F.I.B. officers shall, by December of each year prior to the start of each fiscal year, adopt a final budget for the collection and payment of the foreign fire insurance company fees.
(2) The final budget shall be approved by the City Council in the same fashion as any other regular city ordinance.
(C) Budget amendments. The Oak Forest F.F.I.B. budget referred to in division (A) above may be amended at any time by a majority vote of the F.F.I.B. and a majority vote of the City Council.
