The officers of the F.F.I.B. shall make all needful rules and regulations with respect to the management of the foreign fire insurance company fees to be paid to the Treasurer. All rules and regulations promulgated by the F.F.I.B. must be passed by the affirmative vote of at least three of the four presiding officers. All rules and regulations promulgated by the F.F.I.B. must be approved by the Oak Forest City Council in the same manner as a city ordinance must be passed.
