The city maintains the sole right to contract for garbage and rubbish collection, recycling and disposal services. All single-family and two-family residences shall be considered users of this contracted service and shall pay the established charges for use. No other companies may service single-family or two-family residences other than the firm or firms that have been so contracted by the city.
