A recycling toter shall be stored in a location hidden from public view, except when it is necessary to place it in the parkway for recycling collection. If no other reasonable alternative exists for storage of a recycling toter, it may be stored in public view. It shall be placed in the parkway not prior to 6:00 p.m. on the day preceding collections and shall be removed from the parkway not later than 9:00 p.m. on the day of collection.
