No person shall deposit odorous or perishable garbage or refuse of any kind in any street, alley, parkway or public way, except as provided in this chapter. Refuse which is too large to be placed in a container may be placed alongside the container, but in such a way that it cannot be blown about or scattered by the wind. The size and type of refuse being discarded is governed by a disposal service contract.
