(A) Unlawful pick-up of items placed for collection. It is unlawful for any person, firm or corporation to rummage through, pick up, obtain or possess any items placed by residents of the city for collection by the city' s contracted waste hauler, as provided in § 54.21.
(B) Unlawful pick-up of recyclable items. It is unlawful for any person to rummage through, pick up, collect, obtain or possess any recyclable items placed by residents of the city for collection as part of the city's authorized recycling program.
(C) Exceptions. This section shall not apply to the following:
(1) Residents who have placed their refuse for collection as to the refuse so placed;
(2) Individuals acting in their capacity as volunteers or otherwise as part of the city's authorized recycling program;
(3) Private scavengers contracted to remove rubbish from non-single family residential locations.
