There is established in and for the city a Board of Fire and Police Commissioners consisting of three members who shall be appointed by the Mayor with the consent of Council and who shall serve respectively for the following terms: one to serve until the end of the current municipal year, one to serve until the end of the municipal year next ensuing and the third to serve until the end of the municipal year second next ensuing. The successor to each member so appointed shall serve for three years and until his or her respective successor is appointed and qualified.
