§ 151.013 DAMAGE TO PUBLIC IMPROVEMENTS.
   The owner of any lot or parcel of real estate upon which a building or structure is to be constructed shall, as a condition to issuance of a building or occupancy permit in accordance with the provisions of this subchapter shall perform preconstruction videotaping and be strictly liable for the cost of repairing, replacing or restoring any public improvement, including, but not limited to, public sidewalks, sewers, water mains, curbs or gutters, streetlights and related improvements, which are located on the lot or parcel of property or within a dedicated right-of-way abutting the property but only from the edge of the lot or parcel to the edge of pavement of the abutting roadway and which are damaged or destroyed after the issuance of a building permit for the property and before the issuance of a final occupancy permit.
