§ 32.099 SERVICE OUTSIDE CITY; FEES.
   (A)   Members of the Fire Department are authorized to go outside the corporate limits of the city for the purpose of rendering aid to other Fire Departments, cities or municipalities in accordance with written mutual/automatic aid agreements. However, the Department may not provide service outside the corporate limits except on orders of the Fire Chief, the Fire Department officer in charge or the Mayor, unless the city has undertaken, by contract, to render service to property outside the corporate limits of the city, in which case the Department may leave the corporate limits in fulfillment of the contract.
   (B)   Members of the Fire Department are authorized and directed to render emergency services to owner(s) or occupant(s) of premises outside the corporate limits of the city, within the area described in division (C) below, on the terms and conditions set forth in this section.
   (C)   The area covered by this section shall include all the land lying within the boundaries which have been designated to be in the general geographical response area as established by the Fire Department .
   (D)   The service shall be rendered to owner(s) of premises who have signed an agreement to abide by and accept the terms of this section and who have paid the rates prescribed in division (E) below.
   (E)   The rate for the service shall be $250 per year for single-family homes. For multi-family dwellings, the rate shall be $300 per year, per unit, and $500 per year for each business, to cover the use of emergency services of the Fire Department. All annual fees shall be billed the first of May of each fiscal year.
   (F)   Members of the Fire Department shall render emergency services to owner(s) or occupant(s) of premises outside the corporate limits of the city, within the area described in division (C) above, even though the owners or occupants have not signed an agreement with the city.
   (G)   The city shall assess the following rates for Fire Department emergency services to property owner(s) or occupant(s) of property who do not have a current fire protection contract with the city:
      (1)   Per fire engine per hour: $250.
      (2)   Per truck company per hour: $250.
      (3)   Per ambulance per hour: $250.
      (4)   Per administrative vehicle per hour: $100.
      (5)   Per service vehicle per hour: $100.
      (6)   Per personnel per hour: $70.
      (7)   Five hundred dollars for extrication of person(s) from vehicle involved in motor vehicle crash.**
      (8)   Five hundred dollars for the extinguishment of a motor vehicle fire.**
      (9)   Five hundred dollars for debris removal, hazmat removal, fluid removal, or any mitigation or other operational task performed by the fire company at the scene.**
      ** These costs shall also include the costs of all materials and equipment used, expended, depleted, destroyed, or removed from service as a result of the service provided.
      (10)   A minimum of one hour shall be charged. Subsequent hours shall be billed at 15-minute increments. These fees shall be paid to the city within 30 days from the date the services were rendered.
