§ 151.003 CONSTRUCTION REQUIREMENTS.
   (A)   A permit shall be obtained before beginning construction, alteration or repairs, other than ordinary repairs, using application forms furnished by the Building Official.
   (B)   (1)   No permit shall be issued pursuant to this chapter for new construction before a certified final plat of subdivision, assessment or planned unit development, as required by this code, for the lot or parcel has been recorded in the office of the Recorder of Deeds in the county in which the lot or parcel is situated.
      (2)   Upon completion of the foundation walls and any structural elements which are necessarily part of the construction of the foundation walls, and before proceeding with further construction, the applicant shall file a survey prepared, signed and sealed by an Illinois professional land surveyor, showing the location of the structure and the elevation of the top of the foundation walls at all four corners, or the average top of foundation for which a permit has been issued. This survey shall also include a (plus or minus one inch) lowest basement floor elevation.
