There is established the full-time offices of Fire Chief, Deputy Fire Chief, Lieutenant and Firefighter in the Fire Department. The Fire Department shall be organized and the offices thereof shall function as provided by the rules and regulations an shall be subject to the control of the Board of Fire and Police Commissioners and the Mayor and City Council where in each case, the control is provided by law. The chain of command shall be in the following order: Fire Chief, Deputy Fire Chief, Lieutenants, Firefighters and part-time firefighters who shall be directly under the command of the Fire Chief. In the event that the Fire Chief or Deputy Fire Chief is discharged from that position without cause, he or she shall revert to and be established in whatever rank he or she held immediately prior to that he or she was removed from, except for previously appointed positions, and thereafter be entitled to all the benefits of that rank without regard as to whether a vacancy then exists in that rank.
