§ 32.058 DEPUTY CHIEF(S) OF POLICE.
   (A)   (1)   There is established the position(s) of Deputy Chief(s) of Police and the number of such position(s) shall be set by the Council. The Deputy Chief position(s) shall be appointed by the Mayor with the approval of the City Council. The term of the appointment(s) shall begin at the start of the fiscal year, May 1, and expire on April 30, the final date of the fiscal year.
      (2)   In the event of failure to appoint a Deputy Chief(s), the person or persons so qualified shall continue the position(s) until a successor or successors has/have been chosen and approved, until the position(s) has/have been eliminated or until the Deputy Chief(s) has/have been removed, whichever comes first.
   (B)   In addition to salary and benefits otherwise paid, the Deputy Chief(s) shall be paid an amount set by Council each year as compensation for service in the position of Deputy Chief(s).
   (C)   Any Deputy Chief(s) may be removed from the position during his or her term by the Mayor with the approval of the City Council. The grounds for removal may include job performance, alternate administrative procedures, efficiency or otherwise. Deputy Chief(s) shall have the right to a hearing before the City Council regarding the basis for removal.
   (D)   Subject to the direction of the Chief of Police, Deputy Chief(s) shall be responsible for the management, administration, general supervision and direction of all personnel of the Police Department and for the coordination of all staff functions within the Police Department. The Deputy Chief(s) shall also be responsible for the general good order of the Department and for attaining and retaining maximum efficiency and effectiveness from the personnel, equipment and facilities of the Department.
   (E)   In the absence of the Chief of Police, a Deputy Chief shall be designated by the Chief of Police and serve as the administrative officer of the Police Department.
