Every private pool shall be equipped with a vacuum cleaner to clean out deposits settling at the bottom of the pool. Vacuum cleaners shall:
(A) Operate off the vacuum outlet line of the pool or of a design approved by the Building Commissioner;
(B) Have a flexible hose with a minimum diameter of one and one-fourth inches and sufficient in length to provide access to every corner of the pool bottom from the point of vacuum outlet;
(C) Have a vacuum brush or tool at least 12 inches in length or the equivalent in cross-sectional area; and
(D) Have a pole attachable to the vacuum brush or tool, of sufficient length to reach the innermost center of the pool from a standing position at the pool edge.
