Existing buildings shall be made to comply with reasonable conditions of this chapter as determined by the Building Commissioner when any of the following conditions exists:
(A) When additions, alterations or repairs within any 12-month period exceed 50% of the value of the existing building; or
(B) When a change of occupancy or of occupant occurs.
OCCUPANCY, as used in this chapter, refers to the purpose for which a building is used or intended to be used. No certificate of occupancy shall be issued until compliance with this chapter is obtained.
