The required volume for stormwater detention shall be calculated on the basis of the runoff from a 100-year frequency rainfall of any duration as published by the United States Weather Bureau for the county. The stormwater release rate shall be considered when calculating the stormwater storage capacity. The control structure shall be designed to maintain a relatively uniform rate of flow regardless of the depth of stormwater in the storage area.
