§ 152.31 PERMIT REQUIRED; REVIEW BY BUILDING COMMISSIONER AND CITY ENGINEER.
   (A)   No person shall construct or erect or cause to be constructed or erected any garage, fence, wall or other structure; alter or cause to be altered the grade of any soil; or plant or cause to be planted any grass, shrubbery or other vegetation which affects the drainage or grading of any soil, without first obtaining a permit therefor from the Building Commissioner, who shall inspect the proposed construction site, change of grade or planting prior to the issuance of such a permit. The Building Commissioner and/or the City Engineer shall render his or her opinion regarding any potential drainage problem.
   (B)   No permit shall be issued if, in the opinion of the Building Commissioner and/or the City Engineer, the proposed construction, change of grade or planting will cause, create or increase any drainage problem of the surrounding or adjacent land or area. Upon completion, the person securing the permit shall notify the Building Commissioner who shall then reinspect the construction, change of grade or planting to determine whether or not it has interfered with any drainage easement or natural drainage.
   (C)   If the drainage easement or natural drainage has been interfered with, the person who secured the permit shall correct the situation.
