No person shall:
(A) Construct or erect or cause to be constructed or erected any garage, fence, wall or other structure which interferes with any drainage easement or natural drainage in such a manner that the easement or natural drain fills or becomes obstructed with any matter which impedes or interferes with the flow of water;
(B) Alter or cause to be altered the grade of any soil, drainage easement or natural drain; or
(C) Plant or cause to be planted any grass, shrubbery or other vegetation which affects the drainage or grading of any soil.
