§ 151.220 APPEALS.
   (A)   The owner may appeal the decision of the Director of Public Works to Council.
   (B)   The appeal shall be made by serving upon the City Clerk written notice stating the portions of the decision of the Director appealed from.
   (C)   The notice shall be served upon the City Clerk within two working days from the date of the decision of the Director.
   (D)   Council shall not consider an appeal unless the notice thereof is served as required in this section. The decision of Council on the appeal is final.
