§ 151.168 APPLICATION PROCEDURES FOR CERTIFICATES OF REGISTRATION.
   (A)   All applications for a certificate of housing inspection shall be made on forms prescribed by the Community Development Director. The Community Development Director will issue a certificate of registration within 14 business days after an inspection of the multi-family dwelling structure.
   (B)   The owner’s or landlord’s consent to the inspection will be given by the owner’s or landlord’s filing of an application for a certificate of registration together with the applicable inspection fee. The Community Development Department will inspect the multi-family dwelling structure for compliance with all applicable city codes.
   (C)   In the event that the Community Development Director finds any violations of any city codes, he or she will provide the landlord or owner with an itemized list of the violations. No certificate will be issued unless and until all violations have been corrected to the satisfaction of the Community Development Director. In the event a reinspection is necessary to inspect any cited violations, the landlord or owner will be responsible for and pay a reinspection fee. Payment of the reinspection fee will be due prior to the reinspection. No person who is the owner or landlord of a multi-family dwelling structure will permit the occupancy of any dwelling unit in the structure until all violations have been remedied and the structure has been brought into compliance with all city codes.
   (D)   All multi-family dwelling structure owners and landlords must apply for an initial application for registration within 30 days after the effective date of this subchapter.
   (E)   (1)   An application for renewal of a certificate of registration shall be made not less than 45 days prior to the expiration of the present certificate of registration. No application for a certificate of registration will be processed unless the application is accompanied by payment of an annual registration fee. Failure to file a completed application by December 15 of the year preceding the renewal year may result in a delay of processing the application and issuance of a certificate of registration beyond January 1 of the renewal year. In the event that an application is filed beyond December 15 of the year preceding the renewal year, the applicant may request in writing that the Community Development Director issue a provisional certificate of registration pending inspection. Any request for a provisional certificate of registration will be granted by the Community Development Director in his or her discretion based upon the following factors:
         (a)   History of code, ordinance, rule or regulation enforcement actions taken against the owner or landlord or the subject multi-family dwelling structure;
         (b)   History of applicant in filing timely renewal applications; and
         (c)   Any currently known city code, ordinance, rule or regulation violations, including any outside the scope of this subchapter.
      (2)   Any application completed on or after January 1 of the renewal year shall be assessed a late fee.
