(A) No multiple-ownership/multiple unit development shall be in compliance with city ordinances unless the development holds and maintains a current, unrevoked certificate of registration issued by the city in its name for the specifically named development.
(B) Every certificate of registration shall be issued for a period of one year from its date of issuance unless sooner revoked, and may be renewed for successive annual periods.
(C) (1) No certificate of registration shall be issued or renewed unless the completed application form is accompanied by payment of an annual registration fee. The annual registration fee for an operating license for multi-family dwellings shall be $5 per dwelling unit.
(2) The annual registration shall be due by May 31. If not paid by May 31 of each year, a late charge of $5 per unit shall be imposed.
(3) In the event that all registration and any late fees are not fully paid by the end of June 30, the Building Commissioner shall suspend the certificate(s) of occupancy until all payments are fully made.
(4) This provision shall become effective for the registration year 2000.
(D) The Building Commissioner is authorized to investigate and to issue new certificates of registration upon application therefor or renewal therefor, in the name of the development. No certificate shall be issued unless the development for which the certificate is sought is found, after inspection by the Building Commissioner or his or designee, to meet all requirements of these codified ordinances and of applicable rules and regulations promulgated pursuant thereto. Each applicant shall be notified by the Building Commissioner in advance of the date and time of the inspection.
(E) The Building Commissioner is authorized to inspect the common elements of the development. Nothing is intended to nor grants the power to the Building Commissioner to inspect any individual living unit.
(F) No certificate of registration shall be issued or renewed unless the completed application is accompanied by payment of an annual registration fee. The annual registration fee for an operating license for a development shall be $5 per dwelling unit.
(G) No certificate of registration shall be issued or renewed for an application unless the applicant has first designated an agent for the receipt of service of complaints for violations of any of the provisions of these codified ordinances and for service of process pursuant thereto. The designation shall be made in writing and shall accompany each application form.
(H) An application for renewal of a certificate of registration shall be made 30 days prior to the expiration of the present certificate.
(I) Each certificate shall be displayed in a conspicuous place within the common ways of the development. Every person holding a certificate shall give notice in writing to the Building Commissioner within five days after having transferred or otherwise disposed of the legal control of any development. The notice shall include the name and address of the person succeeding to the control of the development.
