No person shall carry or otherwise have in his or her possession any alcoholic beverage on any public street, highway or place, or in any motor vehicle, if the can, bottle or container is not in its original package and the seal unbroken. This prohibition may be waived by Council for certain social gatherings, upon submission of an application by a city resident 21 years of age or older. The application shall contain the date time and place of the social gathering and a guarantee by the applicant that alcoholic beverages will not be served to or provided for persons under the age of 21.
