Curbs and gutters shall be installed on existing and proposed streets by the subdivider in ail subdivisions which adjoin streets with curb and gutter and where a drainage plan, including grades, has been established for the proper drainage of the area. Sidewalks shall be constructed in all subdivisions except where the Town Council, upon recommendation of the Planning Commission, has waived the sidewalk requirement. All curbs, gutters and sidewalks, when required, shall be installed according to the design standards and specifications for the town.
