The improvements required by this chapter shall be constructed, installed and maintained by the subdivider until the dedication is accepted by the town and the final plat recorded in the office of the County Recorder, unless the construction, installation and maintenance is guaranteed in the manner provided in this chapter. Improvements shall not be installed until their location and specifications have been approved by the Town Engineer.
