The subdivider shall dedicate the streets, easements and other public improvements to the town at the time the final plat is approved. The dedication shall be deemed an offer by the subdivider, which shall be irrevocable until one year after all the improvements are completed. The town shall accept the offer of dedication only if it finds that the subdivider has constructed, installed and maintained the public improvements required by this chapter and that the improvements comply with the minimum development standards of the town at the time of acceptance.
