(A) Scale. The preliminary plat shall be drawn to a scale of not smaller than 100 feet to the inch and shall be on standard 24-inch by 36-inch paper.
(B) Content. The preliminary plat shall show the following:
(1) The proposed name of the subdivision;
(2) Where the plat submitted covers only a part of the subdivider’s tract, or is part of a larger vacant area, the plat shall show the location of the subdivision as it forms part of the larger tract or parcel of land. In such case, a sketch of the prospective future street system of the unplanned parts shall be submitted and the street system of the part submitted shall be considered in light of adjustments and connections with the future street system of the larger area;
(3) Sufficient information to locate accurately the property shown on the plat;
(4) The names, addresses and telephone numbers of the subdivider and the owners of the land immediately adjoining the land to be subdivided as shown in the records of the County Recorder;
(5) Contour map with contour lines at appropriate intervals, unless waived by the Planning Commission;
(6) The boundary lines of the tract to be subdivided;
(7) Existing water lines, gas lines, phone lines and power lines within the tract;
(8) The location, widths and other dimensions of proposed streets, alleys, easements, parks and other open spaces and lots, with proper labeling of spaces to be dedicated to the town;
(9) The location, dimension and names of all existing streets, alleys or easements within the proposed subdivision or adjacent thereto. The location of and dimensions to the nearest known benchmark or monument. The principal location of any watercourses, public utilities or other important features located within or adjacent to the land proposed to be subdivided;
(10) The proposed location of all utility easements and utility lines, including water, irrigation water, sewer, telephone, power, gas or any other utility easements or lines;
(11) A tentative plan by which the subdivider plans to handle storm water drainage, water, sewage and other public improvements that may be required; and
(12) The north point and scale of the map.
(C) Preliminary and final plat fees. The subdivider shall pay a filing fee at the time of filing of the preliminary plat to offset the cost of plat review. The fee shall be in an amount established from time to time by resolution of the Town Council.
(D) Use of fees. The fee shall be used by the town to pay the cost of preliminary and/or final review of the subdivision and shall not be refundable. If the plat is found to comply with this chapter, or if the plat is not found to be in compliance, one copy shall be returned to the subdivider, with red line indications thereon showing the items, figures, words or other plat elements which are not accurate or otherwise not in compliance with this chapter.
