§ 71.01  LICENSE REQUIRED.
   All operators of off-highway vehicles shall be duly licensed to operate such vehicles in accordance with state laws, rules and regulations, including the obtaining of a safety certificate issued by the Division of Parks and Recreation, as applicable.
