The provisions of this chapter shall be subject to the Illinois Gambling Act, and all rules promulgated thereunder, and to the Video Gaming Act, and all rules promulgated thereunder, except where there is a conflict between the two acts, then the provisions of the Video Gaming Act shall apply or where there is a conflict between the rules promulgated under the two acts, the rules promulgated under the Video Gaming Act shall apply.
