(A) Sump pumps used to drain basements and footing drain tiles shall discharge in the following manner:
(1) Through a 1¼-inch-minimum-diameter discharge pipe to the outside of the basement, at a distance of not less than 18 inches beyond the foundation wall, and not less than 10 feet from the property line of adjacent property owners, to the surface of the ground; or
(2) To a public or private stormwater collection system, if available. Connection to a public stormwater collection system is mandatory if the public stormwater collection system is located within a reasonable distance from the property utilizing the sump pump to drain basements and footing drain tile, and if the public stormwater collection system has the capacity to convey the discharge as determined by the Office of the City Engineer or its designee; or
(3) When the public stormwater collection system is not within a reasonable distance from the property utilizing a sump pump to drain basements and footing drain tiles, or when the public stormwater collection system does not have the capacity to convey the discharge, as determined by the Office of the City Engineer or its designee, then the discharging property will be required to make reasonable efforts to manage the discharge on-site so as not to allow water to collect unreasonably on adjacent properties. REASONABLE EFFORTS shall include the construction of drywells, rain gardens, cisterns, or other such measures as determined to be acceptable by the Office of the City Engineer or its designee.
(B) Sump pumps shall not discharge into any public stormwater collection system unless such system is designed to convey the discharge as determined by the Office of the City Engineer or its designee. Sump pump and downspout connections to a waterway determined to be within a Special Flood Hazard Area require the issuance of a stormwater permit in accordance with Chapter152 of this code.
(C) No connection to a private stormwater collection system shall be permitted from any downspout draining stormwater from the roof of a building or structure unless it has the capacity to convey the discharge as determined by the Office of the City Engineer or its designee.
(D) No connection to the city’s stormwater collection system shall be made without first obtaining a permit approved by the Office of the City Engineer or its designee.
(E) No more than one connection shall be permitted to the city’s stormwater collection system for ground water seepage from a building drain tile system.
(F) Building downspouts or downspout pipelines that discharge to the ground surface shall discharge no less than ten feet from the property line of adjacent property owners.
